- The most important quality that i believe a person needs to have first is a strong healthy "fear of God", (Proverbs 1:29; Acts 10:35). It appears that that is the criteria by which God decides who is "worthy" of salvation (Luke 20:35a) Could it be that based on God observing according to His foreknowledge, who will fear Him, does He then decide to appoint those individuals to salvation who do freely choose the Fear of the Lord? In Psalm 36:1 reveals that God does not have mercy on those who do not fear Him, but He does have mercy on those who do, (Luke 1:50). In addition, God, in some translations, states that He also has mercy on those who love Him, (Deuteronomy 5:10, kjv; Exodus 20:6, kjv).
