Regeneration is the work of Christ plus the good will of unspiritual man. What makes men to differ from one another is not the grace of Jesus alone, but Jesus plus the good will of unspiritual man.

This Scripture says that God Knew BEFOREHAND (Preknowledge) of who would (upon hearing the ��Message of Truth,��) BELIEVE and by Believing�would Receive The Holy Spirit. These God Chose Before their Birth (because God Knew they would Believe of their Own Free Will).
Verse 13 Speaks to Man�s Free Will:
