The Will of God is revealed to man through the word of God. Then cometh faith for any given topic, bible faith is not general it is always specific. Knowing this that God never changes, nor does his word.
The will of God was first revealed to man in Genesis:
Gen 1:27 And God created man in his own image, in the image of God created he him; male and female created he them.
Gen 1:28 And God blessed them: and God said unto them, Be fruitful, and multiply, and replenish the earth, and subdue it; and have dominion over the fish of the sea, and over the birds of the heavens, and over every living thing that moveth upon the earth.
This truth has been reestablished in the earth three times the final and current decree was unto Abraham.
Gen 9:1 And God blessed Noah and his sons, and said unto them, Be fruitful, and multiply, and replenish the earth.
Gen 9:2 And the fear of you and the dread of you shall be upon every beast of the earth, and upon every bird of the heavens; With all wherewith the ground teemeth, and all the fishes of the sea, into your hand are they delivered.
Gen 9:3 Every moving thing that liveth shall be food for you; As the green herb have I given you all.

Gen 12:1 Now Jehovah said unto Abram, Get thee out of thy country, and from thy kindred, and from thy father's house, unto the land that I will show thee:
Gen 12:2 and I will make of thee a great nation, and I will bless thee, and make they name great; and be thou a blessing;
Gen 12:3 and I will bless them that bless thee, and him that curseth thee will I curse: and in thee shall all the families of the earth be blessed.
Note what is said about the Blessing in this setting
Gal 3:8 And the scripture, foreseeing that God would justify the Gentiles by faith, preached the gospel beforehand unto Abraham, saying, In thee shall all the nations be blessed.
Gal 3:9 So then they that are of faith are blessed with the faithful Abraham.

Man Has to Accept The Gospel To Be a member in The family of God.
Every artifice of human ingenuity has been employed to blunt the sharp edge of this Scripture and to explain away the obvious meaning of these words, but it has been employed in vain, though nothing will ever be able to reconcile this and similar passages to the mind of the natural man. "As many as were ordained to eternal life, believed."
Here we learn four things:
First, that believing is the consequence AND NOT THE CAUSE of God�s decree.
Second, that a LIMITED NUMBER only are "ordained to eternal life," for if all men without exception were thus ordained by God, then the words "as many as are a meaningless qualification.
Third, that this "ordination" of God is not to mere external privileges but to "eternal life," not to service but to SALVATION ITSELF.
Fourth, that ALL�"as many as," NOT ONE LESS�who are thus ordained by God to eternal life WILL most certainly believe.
The comments of the beloved Spurgeon on the above passage are well worthy of our notice. Said he -
"Attempts have been made to prove that these words do not teach predestination, but these attempts so clearly do violence to language that I shall not waste time in answering them. I read: �As many as were ordained to eternal life believed�, and I shall not twist the text but shall glorify the grace of God by ascribing to that grace the faith of every man.
Is it not God who gives the disposition to believe? If men are disposed to have eternal life, does not He�in every case�dispose them?
Is it wrong for God to give grace? If it be right for Him to give it, is it wrong for Him to purpose to give it? Would you have Him give it by accident? If it is right for Him to purpose to give grace today, it was right for Him to purpose it before today�and, since He changes not�from eternity."
