The troublemaker is trying to cause a fight while maintaining plausible denial ability. (The action is similar to the man in the video below. The man has his hands up...while he is still moving towards the police officer.)

The reason why facial masks are worn is because some of the illegeal immigrants are gang members that have advanced facial recognition software, and if the face is shown then the gang can find out where the cops live and the gang could send people to the cops house and bring harm to the family members.

Hakeem Jeffries is not the only democrat politician that is working to undermine law and order. However what the democratic minority leader is threatening to do is he is trying to install fear into people that uphold law and order. What is being done by Hakeem has a name, its called terrorism.
