I don't think there is a way to tell in an instant. I really think it's a matter of getting to know the guy, but you could probably tell after one good conversation depending on the depth/breadth of it. Wanting a quick and easy formula for passive vs. shy might lead you to misunderstand, and miss out on, a good guy.

GodsJude made a good point, but I also agree you have so spend time with them and get to know them.

Thank God that the women here are more understanding and capable of distinguishing between these two than the men. It almost gives me some hope.

For example like, a guy is not asking a woman out after texting/emailing/calling over and over. Means the guy is shy or passive? In some cases, it's the woman who asks the guy out at first.. And, some of them end up happily ever after since the woman is a little more "aggressive" than the "guy"

Interesting point. Ok, go the shy guys, do you prefer women to be a little "aggressive" at the first of the relationship?

She can be attractive. Some women like the strong silent types..However passitivy is such a turn off they usually come in the form of a "nice guy" who is wondering why he can't meet a woman to settle down with. The more rejection he gets from women the passive he becomes. You feel like he is looking for a mommy that he can have sex with.
