Some people do well living off the system, and then begging as well.

James 4:3 says, "When you ask, you do not receive, because you ask with wrong motives, that you may spend what you get on your pleasures."

Yet, 1 Corinthians 4:7 says,

"For who makes you different from anyone else? What do you have that you did not receive? And if you did receive it, why do you boast as though you did not?"

I'm okay with buying a stranger a meal and getting a conversation out of the deal.

One can offer a person a meal in exchange for an opportunity to share a word of scripture. Some missions operate that way where people hear a word of scripture before getting a bed and a meal.

Then it is more worthwhile the giving.

If one can attach to it, a message of Christ and some words from scripture, then the people earn a meal.

I once created a "Dime for your Time" Bible tracts to give people when I lived in a city.

I also knew a man that left "From Prison to Praise" books through out the city.

But the worst thing I saw was Bible tracts that looked like money that were littered on the sidewalk and road. Imagine a person getting hit by a car because they were excited to pick up money that was not money, but a religious tract that looked like money. I saw religious tracts littered across a road that looked like money scattered on the road. That was not very Christian. Imagine a person getting struck by a car over a religious tract that looks like money and is littered on the road.

Anyway, some ways of giving are better than others.
